From Collaboration to Integration: Building the Next Generation of Government Technology

For years, government and technology companies described their relationship through the language of collaboration. They exchanged ideas, compared best practices and worked together to define problems. Michael Shrader, Vice President of Intelligence and Innovative Solutions at Carahsoft, believes the intelligence community is now moving into a more consequential phase: integration.

The distinction is more than semantic. Collaboration can remain conceptual, centered on a shared intention to work together or a discussion of how systems should be designed. Integration means bringing commercial systems into government architectures and aligning government and industry teams around the outcomes a mission requires. It moves the relationship from advice to execution.

That transition is being driven partly by strategic competition. U.S. adversaries are advancing their computing power and technical capabilities, but Shrader argues that technology is only one element of the competition. The relationship between government and industry is another. Some competitors have become more comfortable bringing private-sector capabilities directly into national missions, creating pressure for the United States to improve its own model.

Federal leaders are responding with unusual candor. Senior intelligence officials increasingly acknowledge publicly that commercial industry is ahead of government in some technical areas and that agencies need industry to solve difficult problems. That openness creates an opportunity, but making integration work requires both technical and cultural foundations.

On the technical side, Shrader points to open architectures and secure-by-design products. Security built at the architectural level makes a product easier to introduce into a government network or sensitive environment. Open architecture, meanwhile, gives agencies the flexibility to combine technologies from multiple providers instead of becoming dependent on a single closed system.

That modularity is especially valuable for artificial intelligence. A complex AI environment can include infrastructure, models, data-management tools, security controls, orchestration and mission-specific applications. It is unlikely that one organization will lead in every layer. An open architecture allows government to select specialized capabilities, integrate them into a coherent workflow and replace individual components as the market advances.

The pace of change makes that flexibility essential. New capabilities are reaching the market that did not exist a year earlier. If an agency can insert one of those technologies into an established workflow, it can automate a manual step or improve a specific part of the intelligence process without redesigning everything around it. Shrader says organizations are already seeing benefits in the speed of analysis, multi-source fusion and the overall intelligence cycle.

Technology alone will not create successful integration. Government teams must be open to learning from industry and trusting commercial partners with a genuine role in mission delivery. Industry must reciprocate by understanding the motives, constraints and public responsibilities of its government customers. The relationship works when both parties organize around the mission rather than a product demonstration or an abstract innovation goal.

Although DoDIIS brings these issues into focus for the intelligence community, Shrader sees much wider applicability. Civilian agencies, state and local governments, educational institutions and commercial organizations all face versions of the same challenge: ingesting growing volumes of information, automating manual processes, fusing different kinds of data and turning analysis into better decisions.

The emerging model is therefore not simply a new acquisition strategy. It is a way to build adaptable technology environments that can absorb innovation continuously. Collaboration remains important, but integration is where ideas become operational capability—and where commercial speed can begin to translate into mission advantage.
