As open source intelligence continues to mature, agencies are increasingly integrating it into both investigative and operational workflows. Special Agent Michael “Mike” Woods, Acting Assistant Director at NCIS, and Miguel Ramos, Chief Product Officer at Authentic8, highlight how OSINT is enabling more proactive and effective mission execution.
Woods explains that OSINT has become a vital tool for both reactive investigations and proactive operations. In traditional investigative scenarios, analysts use open source data to understand events after they occur, identifying actors and piecing together timelines. However, the real transformation is happening on the operational side, where OSINT is being used to anticipate threats and disrupt adversaries before incidents take place.
Collaboration is another critical component of effective OSINT operations. Ramos emphasizes that partnerships between government, industry, and international organizations are essential for sharing information and staying ahead of adversaries. No single organization has access to all relevant data, making collaboration a key enabler of success.
At the same time, the increasing use of OSINT raises important considerations around governance and compliance. Ramos highlights the need for robust audit processes, including chain of custody and adherence to proper tradecraft. Without these safeguards, organizations risk compromising the integrity of their intelligence efforts.
As OSINT continues to evolve, agencies must focus on building mature programs that combine technology, collaboration, and governance. By doing so, they can fully leverage the power of open source intelligence to support their missions.
